The new British monarch, who took the throne after the death of his mother, Queen Elizabeth II last month, had planned to deliver a speech on November 6.
The Sunday Times reported on the 18th rally.
But the plan was scrapped after Truss - who had only been appointed prime minister by the late queen two days before her death - opposed it during a personal meeting with Charles at Buckingham Palace last month.

The Sunday Times said she was unlikely to attend COP27 - the 27th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) - in the Egyptian resort of Sharm el-Sheikh.
Britain hosted the last summit in the Scottish city of Glasgow, when Charles, the late Queen and his son William gave a speech at the event.
Both Downing Street and Buckingham Palace declined to comment on the report.
The newspaper said the incident was "likely to fuel tensions" between Charles and Truss,
But he quoted a government source as saying the audience was "friendly" and "there was no disagreement".
Meanwhile, a royal source told the newspaper: “It is no mystery that the king was invited to go there.
"He had to think carefully about the steps to take on his first overseas tour, and he won't be attending the COP (27)".
Under the agreement in Britain, all official foreign visits of members of the royal family take place in accordance with the advice of the government.
However, despite not attending in person, reports said the King still hopes to be able to contribute in some form to the conference.
